setup-harbor: fix robot permissions
helm-chart and helm-chart-version are no longer supported resources in Harbor 2.10. This change updates the robot account permissions used in lima-kilo to match what we use in toolsbeta and tools.
How to register an account on GitLab. To prevent spam, new accounts are locked until approved by an admin or the approver bot. You can also file an unlock request to expedite access.
